The 15 passengers were stamped 'home quarantine' in Mumbai on arrival from Dubai. The passengers were planning to go to Punjab by train from Mumbai. They had been issued a home quarantine stamp on their hands upon their arrival. They vanished from the airport though, without telling the authorities, said the police officer.
